It's not legal for anyone, unless licensed to do so, to rehabilitate or possess martins (or any native birds), eggs, feathers. Landlords who temporarily have a downed bird are probably not going to get hauled off to the pokey, but it's good to be aware of the laws just the same.
Not everyone has a licensed rehab facility within an hour or so of them, either. The way to find one is google wildlife rehab and your state or provice - that will give you a start.
