Hello all, I have a martin house about 15' out in the pond the water is around 18" deep at the base of the wooden pole,I do not have a snake guard on it thinking that black snakes and garter snakes usually don't go in the water unless they are forced into it.I keep the grass mowed on the bank back about 25'. Do you think this will keep snakes away?

I would suggest adding a guard, snakes are excellent swimmers, and raccoons don't mind water a bit. It's just a form of insurance, but a good one to add to your martin pole.
